  2. Newspaper publication
     
  3. Gazette notification (mandatory for adults, required in most states for major changes)

     

Only after this can the birth certificate be updated.

For Adults (Major Name Change)

  1. Complete legal name change via affidavit + newspaper + Gazette.
     
  2. Submit Gazette + ID proofs + old birth certificate to the Birth Registrar.
     
  3. Apply for reissue of updated certificate.
